Ideally you need to consider the entire body if you want to know the actual body fat %. Some people store a lot of fat in their backs, or their legs, or their torsos etc.
Maybe you have a bad fat distribution, where your torso carries a lot of bf but your legs and back are lean. That would mean that looking at a pic like that a person would think you have a higher bf % of like 15% but irl it is around 11%

Problem is that you have lower muscle mass and high levels of water retention so I'd honestly say you're pretty close to 13% even though you look around 16%

Can't just assume 12% means ripped af veins popping. If a person at 12% has super low muscle mass and extremely high water retention their abs might barely even show. In contrast, a person at 16% bodyfat could have abs and veins showing if they had super high levels of muscle mass and zero water retention. Plus this guy isn't 20% bodyfat jfl. 20% bodyfat is literally zero muscle definition whatsoever.

You’re not going to build any muscle with just push ups, and you need go train more seriously. Here’s how I train (you’ve seen my transformation pics). I train 2 days, and then take 1 day off, train 2 days, take 1 off. So for example day 1 I hit chest and triceps (weighted dips), maybe do some calves and core, and some neck curls and maybe lateral raises. The workout total of 10-12 sets. Day 2 I may do weighted squats, weighted wide grip pull ups, bicep curls and traps, then I take a day off. My workout rarely lasts longer than 1 hour. Rep range 5-12, for legs 15-20.
