How to fix eye area

I’m trying to improve my eye area
Structurally my eyes seem fine and fairly symmetrical, but they look tired in photos.
Main issues are mild under eye darkness/puffiness and some redness from skin irritation.
What usually causes this, and what actually improves it long term without surgery
