How to fix protounding upper lip?

Would fixing recessed lower third fix it?
I feel like my upper maxilla is forward grown while lower third is recessed.

Your upper lip isnt protrounding, its the rest of ur face that is recessed making your lip look like its protrounding. Never bring anything of your face backwards, bring the rest forward to even it out. You need to bring your maxilla/jaw forward
