How to get hunter eyes with arch eyebrow

I’m trying to lower my uee but I have an arch so my eyes aren’t as intense as I want them to be

Try to keep a habit of relaxing your frontalis, theres not much you can do unless you get pdo threads which can be hit or miss, and you can always very slightly squint (by bringing the under eye up not the eyebrow down) just try not to look autistic while doing it.
