How to increase appeal and stop looking dead??

Idk why but sometimes i look good and i see a lot of potential to have a very good appeal and sometimes i look very tired and dry even when i sleep 10hrs and drink more than a 3l of water.
what can i do?????????

bb cream for undereyes if its severe if its medium severity i think tinted sunscreen will be enough. also if by dry you mean dry skin etc moisturize if looking dry means hollowed out in your face etc than thats good. show what you look like tho so we can evaluate better
