how to lengthen lower third or shorten upper third?

these are my thirds ratios roughly

Upper: 35.1%
Middle: 29.2%
Lower: 35.6%

i measure from hairline to lowest part of eyebrow, lowest part of eyebrow to lowest part of nose, lowest part of nose to the end of the chin. let me know if theres any possible non surgical methods but I am going to assume not so just tell me surgical methods too.
