How to reduce chin neck angle for a lean person (with pics)

In the second pic I'm holding my breath and swallowing.

I'm not overweight, my BMI is in the normal range and I exercise regularly.

Get leaner
"Bmi in the normal range" sure man, no one cares though. If you want to tighten your hyoid area, get leaner. Just because you are a normal BMI by societal norms doesn't mean you're lean. For example, I am clinically overweight* yet have a 6 pack+much more defined facial bones than you (although I will say that is mostly just genetic RNG, no hate on you)
Tldr, just because society says there's a normal range for something doesn't mean you can't be lower.

The thing is I already eat healthy and drink a lot of water. Also lift weight almost everyday. No aerobic exercise though.

It sounds like you've got the basics down, which is great. Fat loss doesn't come from eating healthy, or exercise. If it did, then anyone who ate healthy would eventually starve and die because they just kept losing fat.
Fat loss comes from a caloric deficit, which is just intaking less energy than your body needs to run every day. Say your body needs 3000 calories to run at complete maintenance - no new fat being added, no muscle, etc. Just existing statically. If you then ate 2000 calories per day, your body would have to find the energy somewhere, and it would use fat for the last 1000 calories (generalized, you'll burn some glycogen+water from the muscle first before you lose fat because it is easier for the body to pull energy from). You'd then stay in that deficit for however much time it may take to reach your goals.

You get skinny from cardio not lifting.
I lost 53lbs in 8 months
I do 9.5 incline and 3.0 speed on the treadmill for 50mins

The thing is I see other people with a similar build like mine and none of them have that obtuse chin neck angle. Hell even some clearly overweight people I see have a more acute angle than mine. It really sucks.
