How to reverse or stop Norwood 1

My Friend is 17 and he is already starting to bald, he is norwood 1 right now, whenever we go out he larps as my dad sometimes and i know he can take dht blockers but is it a good idea at 17? but at the same time he probably finished developing at 15, what should he do?
