how to turn the eyebrow tail up (how to get postive tilt)

my eyebrows are on the longer side and start out neutral but then take an angular dip down to make my eyebrows switch between neutral and positive tilt depending on the angle you look at me. what can i do to turn the tail of my eyebrow up to gain neutral or positive tilt on the full eyebrow? i dont care if the solution is nonsurgical or surgical
