Hydroquinone alternative

I have pretty bad under eye circles and was looking at buying hydroquinone but its banned where im at rn, is there any alternatives?workarounds to this?

It’s banned where im from too but I got mine from Indiamart. But you could try a vitamin c serum or kojic acid soap/serum but they won’t be as effective compared to hydroquinone

i had vit c serum from boots and it didnt do anything but it wasnt specialized under eye cream so idk, ill look into indiamart, thank you
