Hydroquinone and mt2 use

I have hyperpigmentation under my eyes which I’m planning on treating with hydroquinone, after 8-12 weeks once the pigmentation is gone I was planning on using mt2 for tanning, but is this gonna cause uneven tanning and focus back on the under eye area?

Also to note I have done the pinch method to verify if it’s pigmentation and not just blood vessels it could also be a little infraorbital recession but when I shine a light there the pigmentation is still very visible
