I have no idea if this is hyperpigmentation or scarring (or both). This has been present for about six months now. Would want to know if it's possible to hide with affordable frauding or do I need laser. Hope the pictures aren't too blurry.

Get a prescription for Retin-a, and in a few months you see a difference. I used vitamin C+E, azelaic acid, Retin - a in conjunction with a basic, non comedogenic moisturiser. Pigmentation lightens pretty decently in a couple months.
Always always go with sunscreen, even on a cloudy day.. the sun will darken the pigmentation. Besides things like Retin-a make it sensitive to sunlight. Always take it off with an oil based cleanser before you go to bed, otherwise you risk clogged pores - meaning more acne.
