Yes, average condoms are 52 mm or 53 mm in nominal width, which are aimed at average-sized penises (in terms of girth, at least -- they always have much more length than needed). 52 mm nominal width translates to 4.52 girth and 53 mm nominal width translates to 4.60 mm. So basically 4.5, yeah.
