In tech it's usually both. Because KT knowledge transfer takes time. Nobody starts coding or is thrown into the prod trenches from day 1. There's usually a ramp up with onboarding, KT, and compliance training and certs to allow them to work on the product. Internships are just how they structure probation periods these days. It's not like a finance summer internship which is essentially a high pressure 2 months of interview. In tech, the headcount budget for your full-time role is alreadg locked in before you even start.
