I feel like it's actually the shitty bone structure around the eye that gives the eye that look but people wrongly attribute it to UEE because UEE/lack of UEE tends to go hand in hand with shitty bone structure/good bone struckture, but not always.

For instance, look at David Mitchell's eye area:
