dont have to visit expensive private universities to study
go for Oxford or eth/other swiss universities for education, but I think party life is best in Amsterdam or USA. but college life will be full of parties and stuff anyways, doesnt really matter, I'd go to a uni which offers good education OP

Best party life is probably UK most notably : Bristol, Leeds, Manchester. Downsides : chicks are hella ugly, filled with Price Harry looking chads, you must be into heavy drug abuse and dnb/techno. Other countries where I have less experience with college life : Netherlands Rotterdam ( hot girls, hot guys, overall less chances of slaying if you're not speaking Dutch), Spain Sevilia/Barcelona( you'll slay for sure if you have some special coloring ie. blue/green eyes, blonde hair, given that you're not subhuman), Poland Kracow ( 5 PSL here is like 6.5/7 in the west, every dude is either subhuman or ogre, throw some English accent at them and you'll slay for sure, not to mention some of the hottest JBs in the world).

While Eastern Europe might be best for slaying I wouldn't recommend going to uni there jfl
