ok tweaker literally means somenoe who does meth aka a crakhead (they are one who "tweaks" (smokes meth)
but in the context me and my friends and a lot of normies do is just to mean someone who is acting very erratic
either they are very hyper, very anxious, very angry, or in other words just being weird (and usually not in a good way)

it means to constant talk to/talk and say strange mean boring etc things that the other person doesnt wanna heart. If they like you they wont mind talking to you USUALLY unless you start doing something annoying like tickling them or smth. I have done this to ppl cause i say super philosophical/smartass things.
