This explains it, basically what you need is a contrasting of colors. Black hair works very well for whites and other very light skinned people because the contrast between black and white is deeply striking and eye-catching. The issue with for the average South Asian is that they have darker skin and that contrasts badly with dark hair. He breaks it down further by going into lip color, eye color, etc. which all basically play off each other to really bring the face together.
