maybe prices in east europe / third world would decrease, but prices in the west will remain the same

I think yes, but in a longer term. A sudden demand would make prices go up as the number of doctors would stay relatively the same, but as more doctors enter the market in hope to cover this demand, then prices would enter a steady decline.

Well, the only reason to someone make a price is to get money, no one thinks about health of others in any situation.

Inelastic demand: They'd get more expensive with increased demand due to the fact that there's only a very very limited supply of "Taban and Epplys" and facial reconstructive surgery is not just something anyone can master. So it wouldn't be worth it for more people to become cosmetic surgeons even with a huge increase in universal demand since everyone will just go to the best specialists who have a track record of not botching faces.

There area plentiful plastic surgeons lol. The skill varies though, which is why prices will likely be slightly higher or stay the same.
