Well really, toning isn't a thing, toning is either losing fat or gaining muscle, typically both, toning isn't like it's separate "process" going on. Facial exercises are very bad at both of those, not only do they not burn calorie or can reduce fat in the zone, but they also don't cause much hypertrophy if any.
