I'm 16 and I've started growing a mustache and beard, but not on my cheeks. Anyway, does this mean puberty is over?

it will surely start to be slower, but plates wont fuse completely, this is also a very subjective question, depends upon person

nigga it depends on the person. one of my friend had a whole beard and shit but he grew like 8 more inches in height. on the other hand, i know a person who barely had facial hair and he was already done growing

Correct. although a beard can give some sort of indicator of where you are in puberty, only a bone x-ray can tell how much growth you have left.
