I was 14 when i got pubic hair I was 14 and a half when i started jerking off either or of too things will happen too you A puberty will hit you like a fucking truck or B You have some sort of medical condtion limiting your growth i was 5,6 at 15 and i grew to 6ft so your body changes a lot If i were you go to a doctor since I think you are abnormally underdevolped
