Who the hell gives names to storms, is this an American thing, here in my country we had plenty of disasters, storms, earthquakes, etc., but no one bothered to name them...

Yeah Eastern Europe doesn't name storms, I just looked it up

There was an igor in 2010 and an Ivan in 2004 though.
