Is 2.5% hydrocortisone cream safe?

So ive heard about the benefits of hydrocortisone cream shrinking your nose but i only have a bottle of 2.5% instead of the normal 1% thats recommended. is it still safe to put on my nose and if so what if any changes to dosage do i need to make
