should i avoid the surgeon due to the low cost?

only thing that is gonna change is after the surgery will be that you will have only one kidney, but who knows

Just do your research and be prepared to spend a lot of money for something that you can’t be Redon

You're a Turkish citizen, so you should pay local prices instead of being ripped off like a foreigner. Considering Turkish citizens probably don't pay in excess of $8K for bimax (unless they go to Dr. Eren Pera ?), being charged $4K for a BSSO doesn't seem suspicious.
To make sure this surgeon is competent, find patients of his and follow their progress after surgery.

You can DM/tag @Resistance. who is Turkish too, and insightful regarding the local market for orthognathics.
I'll quote below some of his posts about bimax in Turkey :

i did some more research on my surgeon & found he wasn’t competent, had maybe one or two b&a’s. decided to go with pera for my bsso.
