In the UK yes.. Only in island countries and parts of SEA will 5ft 6 be average height. You would be tall in Sri Lanka at 5ft 6.

Average white American man is 5’9.5. 5’6 is the equivalent of 6’ but in the opposite direction. So yes, 5’6 is clearly short given the fact 6’ is considered tallish/ideal by Americans.

Globally, 5’6 is just slightly below average for a man.

But yes, it is manlet here (USA). The Latino population lowers the national average, it is probably a normal height among them, but among whites and blacks, it is considered manlet.
