Depends where you live. Basically all african people Ive seen are recessed or atleast have an overgrown maxilla. Most slavic men (not women) have rounder faces and are on average slightly recessed. Most europeans on average arent very recessed. Turks and persians are generally not recessed, but its not uncommon. Indians are almost always recessed, both maxilla and mandible, but its not very rare to see one with a good jaw. East asians are all brutally recessed, both maxilla and mandible.

Almost always surgerymaxxed. There are exceptions tho, had a chinese guy at school who had a godly chin. His maxilla (esp upper) fucked his face tho.

They suffered famines maybe thats why. Good jaw and facial development require high nutrient diet, esp protein which is very hard to get when your entire nation is starving, so those with lower nutrition requirements survive and the rest die. Idk tho Im just speculating...
