2. Who is in authority to determine what amount of “food energy” is acceptable?

You've got a good point. There's also issue in food quality though.
 
Same around 1k calories a day. If i ever get really hungry it only lasts for a hour then i stop caring

You cannot eat calories. Also, stop trying to track food energy intake.

Just eat what humans evolved to eat: meat and animal fat ONLY

If you do this correctly without adding exogenous carbohydrates, you will reach satiety every single time.
