U cant please your way into friendship/relationship. Working on your looks and social skills is your best bet. Also u dont need to be attractive to make friends its incels cope . If u interesting and energetic person people will naturally be attracted to u(not sexually)

The best way to make friends is to add value. Maybe by being the funniest, richest, most well connected, fittest, whatever

Being fun to be around isn't the same as being funny. Men tend to bond around mutual interests, so that's a good place to start. Get into something that offers ways to socialise, and then be someone who others like being around because you're positive, seem like you genuinely care about their problems, buy the first round of drinks, take the initiative organising events etc.

Obviously none of this will help an ugly guy get laid but it definitely makes it possible to have a decent friend circle
