I dont think upper eyelid fillers are as legit as it is potrayed here since you have to do the over and over again.
Is it possible to do fat grafting to counter upper eyelid exposure?

fat is its relative unpredictability compared to filler, and has the potential of forming lumps or bumps this is why fat grafts to the under and upper eyes aren't recommended

No, a blepharoplasty is the complete opposite of what you want. It will make your UEE worse:

It's usually done on female boomers with hooded eyes that want upper eyelid exposure to look younger.
You gotta get pstosis repair with upper eyelid fillers. I just made a thread on this 5 min ago:
