I went to see a couple of bleph surgeons about my eye bags when I was 25, both basically said I was too young. Not a huge sample but I get the impression you'll struggle to find someone who thinks you're suitable at your age.
My bags are absolutely awful - a combination of tear trough, darkness and under eye wrinkles. Easier options are laser skin tightening and dermal fillers, would consider giving these a try to start with.
