I wouldn´t call it a halo as it's damn near worthless if it isn´t in harmony with your other eye area features. That said, it can enhance an eye area but I wouldn´t call it crucial. If it´s slightly prominent and your other features look good, you´ll still have a good eye area, just not top-tier.

Yes. It's the reason people often look bad & monkey faced after lefort movements. Their jaws are advanced, but their nasion and brow ridge are still recessed.

Many Caucasian and Balkan people’s have strong protruding browridges as it can oftentimes look terrible and make you appear neanderthal-like, which I’ve seen from people of those areas.

Take Hexum’s brow ridge for example. His brow ridge is not nearly as forward as some people of certain phenotypes have. But his browridge is still low-set and strong and protruding nonetheless. Depth of eyes and hooding is also very important in this regard.
