Hmm typically it's an insult but if the other person knows your humor it's pretty chill because it isn't as hard as calling someone a black a nigger or a jew a kike.

Still wouldn't do it to any random Indian they probably will think it's very insulting but I'd say me and most of the Indian people I know have somewhat high tolerance because growing up we were always the center of the joke/being mocked on social media. It's only gotten worse recently imo.
