Is “I love you” a substantial IoI?

It’s at least indicative of non-negative interest levels, like the girl probably doesn’t dislike you if she says “I love you” to you.

But does it indicate a SUBSTANTIAL interest level, like strong enough to make sexual and\or romantic relations highly likely to form soon?

"I love you" can mean 2 things. That she has sexual interest in you or that she wants you as a friend. In most cases she only wants you as a friend
