Is it possible to be recessed but no downwards growth?

I believe I only have maxilla / mandible recession, not downwards growth. Gonial angle is 115 degrees, midface ratio is 1.1, FWHR is 1.9, occlusal plane is very flat, etc. Does this mean that I do not need rotation during lefort?

I am awful and giving advice based purely on scans, but yes I'd say it's absolutely possible to be recessed without having downward growth.

The only way to grow downwards is by mouth breathing and nose breathing with teeth apart. Teeth together is what holds the maxilla up.
 
Yes, I've seen lots of people with recessed maxillas but low gonial angles, straight mandibles ect
