Is it true non Africans are essentially evolved Neanderthals?

I heard Neanderthal dna in non Africans is more close to 10-20% and that the reason it looks smaller in tests is due to blending in with human dna

Ofc this would be a very controversial thing if mainstream but if it is true this does actually separate human races more than environmental adaptation

Essentially Neanderthals never died
