Is my muscle distrubtion problem genetic or hormonic

I'm 154 lbs 16yo 5'9, most of my muscle mass are located in my lower body, although it doesn't look fat or curvey but comparing to my upper body it is much, I'm at 18% bodyfat i almost have 2 pack abs defintion, is this a genetic failo or what i'm really confused
 
might be the top 1 dumbest question I've seen on here this week,
no it's not a genetic nor a hormonal problem,
it's YOUR problem and YOU can fix it by properly training upper body,

if you're 5'9 and 154 lbs at 18%bf you're literally just simply fat and the lower body muscle bias comes from WALKING
