Are small skullcels doomed with pencil necks then no matter how much they train?

The distance between these two insertions of strenocoldimastoid muscles determine your neck potential which is directly dependant on skull width.

I have a decently sized neck despite having a below average sized skull so I am one example of neck not limited by skull size
I have a short neck compared to many people my height tho
My shoulder height is equal to one of my 6'6 friends

Yeah its like theres so much bones and ratios that matter for harmony like your neck length to width to clavicles width for instance (if I'm making sense)
Two people can be the exact same height with very different proportions

Bigonial width probably. I just started training my neck a week ago but before that despite being 20kg underweight my neck was thicker than most.
