Is SFS measured via FWHR/TFWHR or chin to philtrum?

None of them is sufficient in isolation due to a variety of factors that influence each. Facial thirds distribution and midface ratio are also relevant but after autisming about this for a long time I’ve concluded that measuring ratios from photos is very misleading at times. Of course lens distortion makes a big difference, but so do other factors such as camera elevation/angle and head tilt. I think the most accurate diagnostic is LAFH/TAFH from a lateral ceph xray. Ideally it should be 55%. Less than 50% would almost certainly classify as SFS. Other giveaways include deep mentolabial fold, gonial angle less than 112 degrees, mandibular plane angle less than 14 degrees, and recession in the Frankfort plane (upper incisors behind nasion) despite a horizontal growth pattern

U should be able to tell if u have sfs without doing measurements, it’s determined mostly by a proportionally smaller lower third, however it can be affected by your mid face and forehead. It’s super noticeable if it’s really bad trust me. The surgeries to fix it depend on what ur sfs is caused by.
