Medial canthopexy is a thing but it's far from being done for PSL aesthetic purposes. The inner canthal is a very delicate, if not dangerous, area to perform surgery on. It's mostly used to correct telecanthus (short inner canthi) and from the video below you can see that it's very invasive

so... realistically it's better to not do it / doc won't do it on me ?
Most surgeons aren't even familiar that such a procedure exists, so you stand no chances of getting this done. Plus I doubt you actually need such thing

i'll probably only focus on putting some fat on the upper eyelid to get rid of slight UEE + may be the slight scleral show then

That's medial epicanthoplasty, a very common procedure for Asian patients and completely different than medial canthopexy. In medial epicanthoplasty you essentially remove the skin covering the medial canthus of the eyelid. In medial canthopexy otoh, you have to detach the muscle that is connected to the lacrimal bone, it's honestly a brutal operation see below for reference
