looks like a overbite to me

You have very slight normal tilting on the top teeth, the bottom teeth however are quite proclined. Its definitely a majority overbite

Yea looks normal when I bite down bc both my bottom and upper row are overjetting forward

But more obvious when mouth is open

I would go to an ortho first. If they deem surgery necessary it will be a bimax first, then they always do braces after

So what would the steps look like?

Get braces to fix bottom teeth inclination then bimax ?
