Is this skull bump caused by downgrowth? Or is it stress or something else?

If someone's downgrowth could be fixed would it resolve that bump issue on their skull?

Downgrowth causes your face to be longer on the front, if you were to fix downgrowth in some way you would "push" your face up in a way since your jawline and ramus would go up (the way they were supposed to be in the first place)
In theory considering downgrowth makes your jawline and ramus fall it could also make your face do so, which could make it seem like your skull is "falling" on the front causing that bump
