Your tongue should rest at the top of your mouth it actually doesnt have to be "hard mewing" like this K34 retard said, just the majority and esp the front part should be lightly pressed against the roof of your mouth
When swallowing make sure your tongue doesnt come forward and touches your teeth, it should just be a sort of wave movement transporting food or liquid into your throat
There's special orthodontic therapy for this if you notice you cant train yourself
