Hard to tell.
I would give it to cavill if his chin was a bit taller. But even the way it is now it looks just insane.

He has for sure one of the best mandible bones I have ever seen.

I would say hexum. His jaw is similar to cavill's but his chin, maxilla and gonions are better.

Overall about the lower third Hexum takes it slightly.
But cavill has better mandible bones.
Especially from the front. Cavill jaw is just insanely squarish without looking blockish
