Basically why many models with laterally flatter cheekbones still have them. Basically high zygos, but not necessarily very laterally projected. Much more forwardly projected.

Some ppl with wide cheekbones can sometimes not have hollows.

nope. males used to be the ones to hunt back than so over time with constant chewing evolution favored wider cheekbones to make chewing easier and because high testosterone levels reduce the fat in the cheeks males facial structure got used to making faces with wider cheekbones have a better ogee curve than a forward projected one.
