Low body fat but high face fat? Genetics?

Is this genetics and anyway to combat this?
Doesn't make sense how my body is very low in fat, but my face is high in fat, I try to stretch the skin on my body like arms and legs, and I can barely grip it, but my face I can grab a huge chunk of skin and fat.
