Yes, the surgeries you mentioned generally target these, but fat grafting will generally be sufficient.

Your upper eyelid appearance isn't due to your orbital , but rather to the angle at which you're taking the photo. Everyone has a UEE appearance from below. Also, your upper eyelid support is good. It appears to be just an epicanthic fold.

Get fatgrafting it should fix the problem and make your eyes more hooded
