Have your growth hormone/testo tested. I was also quite short with incredibly low testosterone/growth hormone well into my 30s. Started taking growth hormone/testo and grew from 5'5 to 6'0 by 38. Since my body produces very little hormones (including thyroid) my growth plates never locked until I started taking testo which got converted to estrogen which in turn is the primary driver for growth. This is also why boys tend to be shorter in the beginning as they need testo to kick in which turns into estrogen that fuels the growth spurts.
