Mastering communication

I am so bad at talking and don’t know why. I can’t start conversations and when I do I get ignored or the convo won’t last and ends awkwardly (both of us fall into silence). I’m also bad at answering quickly to the point where people literally ask me if I’m mentally disabled or ask if I can talk to people. There’s also a girl I’m js friends w we play hockey together but like on the internet o can easily talk to her a little and on the ice I can too but at school I can’t even walk up to her and I don’t know why. Same with any other situation I can talk easily on the internet but not irl like I will talk to ppl all class or sit w them but as soon as we get out of class it feels awkward. Where can I learn to talk and manage conversations?

When I do begin talking on topics I like (like history or politics) I start rambling like a retard or autist
