They start to play semantics game. I can just as well say "When propofol leaves the brain, this boosts the excitatory drive, this drive excites other excitatory neurons, and the result is an overall decrease in brain activity". In terms of broad and global effects on brain activity, increased inhibition will always lead to a decrease in overall brain activity. This relationship is fundamental to how neural circuits operate. When we talk about the broad and global context, increasing inhibitory processes always leads to decreased overall brain activity.
There's something known as global excitatory/inhibitory (E/I) balance in the brain. If you increase inhibitory processes, there is a corresponding decrease in excitatory processes somewhere in the brain.
